Background:

The Egyptian Japanese KOSEN (EJ-KOSEN) will be opened in September 2025 under the development cooperation project between the Government of Japan, the Japan International Cooperation Agency (JICA) and the Government of Arab Republic of Egypt, including the Education Development Fund (EDF), the Ministry of Higher Education and Scientific Research (MOHE) and the Ministry of Communications and Information Technology (MCIT), and the Ministry of Education and Technical Education (MOETE).  The EJ-KOSEN project was launched in June 2024, aiming to introduce KOSEN education system in Egypt in accordance with KOSEN International Standards (KIS).

     Colleges of Technology (KOSEN) is a unique educational institution in Japan, and is a five-year higher education institution where students can enrol from the age of 15 after graduating from preparatory school, in order to foster capable human resources in high demand by society. By providing specialized education that emphasizes experiments and practical experience from an early stage, the curriculum has features that enable students to acquire knowledge and skills at or above the same level as those at university by the time they graduate.

     The EJ-KOSEN College, Sultan El Owais is the first pilot institution which will provides a unique blend of academic knowledge and hands-on practical training by adapting the Japanese KOSEN model, while ensuring the alignment with Egyptian educational regulations.

Role:

The main role of the Program Head is to provide the assigned Program with academic leadership, to encourage excellence in teaching and research, to represent the Program to the College, to promote the development of the College and of its staff and to manage its activities through the most effective and cost-efficient use of its resources, within the framework of the College’s Strategic Plan and policies. Program Heads have an executive role and are responsible for the proper conduct of the Program in accordance with the College’s rules and regulations. They report directly to Department Head, who will hold them accountable for this role.

Description of Main Duties:

Provide strategic leaderships in the development and operation of the Program:

  1. Develop, coordinate, and implement mid/long-term academic and management plans and policies of the assigned program (or department/track), incorporating a coherent set of objectives for teaching and research, based on College's strategic plans and aligning academic offerings with local industry needs and student interests.
  2. Ensure that the governance, administrative, and internal management structures of the program (or department/track) are efficient and effective, in compliance with accreditation standards, including KOSEN International Standard (KIS), and institutional policies.
  3. Act as an advocate for the department/track/program, representing its interests in the College and with external stakeholders, including community organizations, industry partners, and other social partners.
  4. Harness the energies and integrity of all academic staff, students and professional services in the program (or department/track) and encourage excellence in an atmosphere of trust and collegiality.
  5. Actively participate in a senior leadership team led by President/Vice President to enhance curriculum quality and research initiatives, and foster and facilitate a supportive environment for intra-program/track, inter-disciplinary and consortial work.
  6. Engage in fund-raising initiatives through actively engaging with alumni, donors, and other external partners, in order to enable the program to deliver its future aims and objectives on education and research.
  7. Foster a culture of academic excellence and lead the implementation of policies to promote gender equality, social inclusion, and safety in the program (or department/track) in accordance with College's policies.
  8. Manage effective change and transformation through consultation and consensus-building.
  9. Develop and implement human resource development strategy and plans for the program (or department/track) within a College-wide framework, leading to policies which will include recruitment, training and development and career development of staff.

Ensure quality education programs:

10.  Ensure that the curricula and syllabi are developed and updated on a timely manner with appropriate learning outcomes and taking into account technological and theoretical development as well as industry and community needs.

11.  Ensure that teaching materials in the program (or department/track) are developed and updated, taking into account technological development, as well as industry and community needs.

12.  Oversee that theoretical and practical lessons and experiments in the program are delivered in an effective, interactive, and participatory manner, promoting self-learning.

13.  Oversee that formative and summative assessments are conducted in the program (or department/track) to monitor and evaluate students' learning outcomes and academic staff provide students with advice to facilitate their learning in classrooms and officer hours.

14.  Guide academic staff in the program to continuously improving teaching methods based on feedback and assessment results to achieve learning outcomes.           

Oversees appropriate guidance for students are provided:

15.  Ensure that academic staff in the program (or department/track) provide effective guidance for students to achieving overall growth and completing courses or diploma in classes, office hours, and other occasions.

16.  Encourage staff in the program (or department/track) to actively engage in career education and employment support activities, such as developing and implementing internship programs.

17.  Guide academic staff in the program (or department/track) for providing practical advice for students in designing and conducting research projects.

18.  Encourage academic staff in the program (or department/track) to design extracurricular activities and engage students in such activities.

19.  Oversees that academic staff in the program (or department/track) perform homeroom teacher and dormitory duties and guide students to enhancing disciplines, collaborative problem-solving abilities, and teamwork.

Lead research and engagement with industries, communities, and other partners:

20.  Guide academic staff in the program (or department/track) for designing and conducting research which contributes to industry and community development.

21.  Encourage all staff in the program (or department/track) to actively engage in industry engagement and community outreach.

Encourage staff to engage in college administration, knowledge-sharing, and advancement:

22.  Encourage staff in the assigned program to actively engage in school administration, such as various committees, department and program meetings, KIS accreditation process, and public relations.

23.  Lead the promotion of international exchange activities, especially with KOSENs in Japan.

24.  Ensure that staff in the program (or department/track) actively engage in knowledge-sharing/Faculty Development (FD)/Staff Development (SD) activities with other academic staff, students, industry, and communities.

25.  Lead activities under the EJ Kosen project relevant to the program (or department/track), assign suitable staff to relevant activities, and contribute to delivering project outputs, in close cooperation with JICA experts.

Qualification Requirements:

Education:

Advanced university degree (PhD in Computer Science and Engineering, Electronics or other relevant academic fields).

Experience:

Experiences in (1) teaching and academic management experience in higher education desirably for 10 years; and (2) research and publication record in academic journals in the field of Computer Science and Engineering, Electronics, or other relevant academic field; and (3) experience in developing partnerships with industries, communities, and other external partners for research or resource mobilization. Working experience in relevant industries will be also considered.

Languages:

Excellent command of English and Arabic.

  6. Ability to develop effective teaching materials and tools which help students achieve learning outcomes.
  7. Excellent research, research management, analytical skills, and resource mobilization skills.
  8. Excellent knowledge, skills, and passion to guide students in learning, researching, and career development.
  9. Ability to promote knowledge sharing and learning culture and develop appropriate incentive mechanisms and knowledge management systems.

10.  Ability to develop partnerships with industries, communities and other stakeholders.

11.  Ability to serve as an advisor for extracurricular activities and perform dormitory duty.

12.  Willingness to learn, adapt, and disseminate KOSEN-style teaching and education methods and approaches, such as active learning/self-regulated learning, problem/project-based learning, entrepreneurship education, and portfolio/career education, and quality management methods, such as PDCA (Plan, Do, Check, Action).

13.  Excellent written and verbal communication and interpersonal skills, with the ability to engage diverse stakeholders.

14.  Ability to work effectively in a multicultural environment and to demonstrate gender-responsive, no-dissimilatory, and inclusive behavior and attitudes.
