EJ-KOSEN President
The Education Development Fund announces job vacancies at the EJ- KOSEN College on secondment or contract basis according to the following conditions.
Background:
The Egyptian Japanese KOSEN (EJ-KOSEN) will be opened in September 2025 under the development cooperation project between the Government of Japan, the Japan International Cooperation Agency (JICA) and the Government of Arab Republic of Egypt, including the Education Development Fund (EDF), the Ministry of Higher Education and Scientific Research (MOHE) and the Ministry of Communications and Information Technology (MCIT), and the Ministry of Education and Technical Education (MOETE). The EJ-KOSEN project was launched in June 2024, aiming to introduce KOSEN education system in Egypt in accordance with KOSEN International Standards (KIS).
Colleges of Technology (KOSEN) is a unique educational institution in Japan, and is a five-year higher education institution where students can enrol from the age of 15 after graduating from preparatory school, in order to foster capable human resources in high demand by society. By providing specialized education that emphasizes experiments and practical experience from an early stage, the curriculum has features that enable students to acquire knowledge and skills at or above the same level as those at university by the time they graduate.
The EJ-KOSEN College, Sultan El Owais is the first pilot institution which will provides a unique blend of academic knowledge and hands-on practical training by adapting the Japanese KOSEN model, while ensuring the alignment with Egyptian educational regulations.

Role:
The essential role of the President is to provide leadership which ensures that:
(1) the sustainable development and innovation of EJ-KOSEN College, Sultan El Owais is guided by a clear sense of mission and strategic direction formed based on excellent understanding of the social, economic, and political environment within which the College operates;
(2) all College's activities, across the full range of academic disciplines taught, are properly resourced; and
(3) College' staff and students feel genuinely part of a vibrant academic community.
Description of Main Duties:
- Provide strategic vision and leadership, both academic (including research innovation and development) and administrative, to the whole College, and lead the implementation of the College's strategic plan, aligning academic offerings with local industry needs and student interests.
- Ensure that the governance, administrative, and internal management structures of the College are efficient and effective, in compliance with accreditation standards, including KOSEN International Standard (KIS), and institutional policies.
- Serve as a key spokesperson for the College, representing its interests with external stakeholders, including government agencies, community organizations, industry partners, and other social partners.
- Harness the energies and integrity of all academic staff, students and professional services and encourage excellence in an atmosphere of trust and collegiality.
- Develop a strong and cohesive senior leadership team, including program and department heads to enhance curriculum quality and research initiatives.
- Lead fund-raising initiatives through actively engaging with alumni, donors, and other external partners, in order to enable the College to deliver its future aims and objectives on education and research.
- Foster a culture of academic excellence and lead the development and implementation of policies to promote gender equality and social inclusion.
- Manage effective change and transformation through consultation and consensus-building.
- Lead the development of continuous professional development systems for academic and administrative staff.
10. Encourage academic and administrative staff to engage in career education and employment support activities, such as the development and implementation of internship programs.
11. Encourage academic and administrative staff to actively engage in knowledge-sharing activities with other staff, students, industry, and communities.
12. Lead activities under the EJ Kosen project, assign suitable staff to relevant activities, and contribute to delivering project outputs, in close cooperation with JICA experts.
Qualification Requirements:
Education:
Advanced university degree (PhD in engineering).
Experience:
(1) Experiences in progressive leadership experience in higher education, including significant administrative and governance roles, desirably for 10 years; and
(2) research and publication record in reputable academic journals in the field of engineering, applied science, or other relevant academic field; and
(3) Experience in fundraising and donor relations within an academic context.
Languages:
Excellent command of English and Arabic.

with the local and global awareness and confidence to influence and develop strategic and tactical alliances.

3. Excellent knowledge and understanding of theories, trends, technologies, and teaching methods in the area(s) of engineering, applied science, and other relevant fields.

6. An entrepreneurial and creative approach to developing new, innovative ideas that will stretch the organization and push the boundaries within the industry.

10. Ability to navigate complex institutional challenges with strategic insight and integrity as well as practical knowledge of administration and governance.
